CLI 0.19.0 and SDK 0.11.0

• catena setup-state and getSetupState() show which setup steps remain for your organization and who can complete them.
• When we close a network temporarily, requests that need it will fail with onchain_network_closed, and the error will name the networks to use instead. No money moves, and the SDK raises a NetworkClosedError.
• The SDK checks more of each prepared payment before signing it, and it will refuse a payment it cannot read unambiguously.
• A deployed service's signing key (its service key) stays in the organization that first registered it.
